A pre-purchase asbestos survey is an inspection carried out before buying a property to help prospective buyers understand whether asbestos-containing materials (ACMs) are present, what condition they are in, and what risks or future costs might be involved.

Type of Survey

A pre-purchase asbestos survey is carried out to the same standard as a Management Survey under HSG264: Asbestos – The Survey Guide. This means:

The inspection is non-intrusive.

It covers the areas of the property that are accessible during normal occupancy (for example, rooms, lofts, service ducts where safe access exists).

It does not involve destructive inspection (e.g. opening walls, floors, or ceilings).

Because of this, the survey provides a reasonable assessment of asbestos risks during everyday occupation, but it may not identify ACMs hidden within the building fabric. If intrusive works such as refurbishment or demolition are planned, a Refurbishment or Demolition Survey will be required instead.
