Both surveys are intrusive, but their scope and purpose are different.


A refurbishment survey is restricted to the areas and building elements affected by clearly defined refurbishment works.


A demolition survey covers the whole building or structure scheduled for demolition because the complete fabric will ultimately be disturbed.


For example, a refurbishment survey for replacing windows may focus on window surrounds, panels, reveals and adjacent finishes. A demolition survey of the same property would need to investigate the entire structure, including areas unrelated to the windows.


HSE groups refurbishment and demolition surveys together as intrusive surveys used to identify hidden asbestos before work begins, but the inspection scope must reflect the proposed works.


Can a management survey be used for demolition?

No. A management survey is intended to support the normal occupation, use and routine maintenance of a building. It is not normally sufficiently intrusive to identify all asbestos that could be disturbed during demolition.


Existing management survey information can assist with planning, but it should not be treated as a substitute for a demolition survey.


Can a previous refurbishment survey be used for demolition?

Usually not, unless the earlier survey demonstrably covered the entire building to the level required for complete demolition.


Most refurbishment surveys are limited to a particular project or defined work area. Areas outside that scope may not have been intrusively inspected. The previous report should therefore be reviewed carefully against the current demolition boundary before it is relied upon.

Where only part of a larger site is being surveyed, other areas may sometimes remain operational where a suitable risk assessment and robust segregation arrangements are in place.


Does all asbestos have to be removed before demolition begins?

Asbestos-containing materials should normally be removed before demolition reaches or disturbs them.


The required removal method will depend on the material, condition, extent and likely fibre release. Some work may be non-licensed, while higher-risk work must be undertaken by an HSE-licensed asbestos removal contractor.


The demolition survey identifies the materials present; it does not itself authorise demolition through asbestos-containing elements.


Who is responsible for arranging the demolition survey?

Responsibility will usually sit with the client, building owner, dutyholder or organisation controlling the demolition project.


Under the Construction (Design and Management) Regulations, relevant asbestos information should also form part of the pre-construction information provided to designers and contractors. Contractual responsibility should be agreed early, but transferring the task does not remove the need to ensure suitable information is available before work starts.


Who should carry out an asbestos demolition survey?

What happens if asbestos is discovered after demolition starts?

Work should stop immediately in the affected area, access should be restricted and the material left undisturbed.


A competent asbestos professional should assess the situation and determine whether sampling, specialist cleaning, air monitoring or licensed removal is required. Demolition should not recommence in the affected area until the asbestos risk has been properly controlled.


Unexpected discoveries often indicate that the original survey scope, access or demolition boundary should also be reviewed.


Do domestic properties require demolition surveys? 

The specific duty to manage under Regulation 4 does not apply inside a private domestic residence. However, employers and contractors still have duties when their work may expose workers or others to asbestos.


Therefore, where a pre-2000 domestic property is being demolished, suitable asbestos information is still required before contractors disturb the structure. HSE confirms that the domestic exemption from the duty to manage does not remove the wider requirements controlling work with asbestos.


Can asbestos be identified by appearance alone?

No. Some materials may be strongly suspected based on their age, appearance and use, but visual inspection alone cannot reliably confirm whether asbestos is present.


Representative samples should normally be analysed by a competent laboratory. Where sampling is unsafe or impossible, the material may need to be presumed asbestos-containing until proven otherwise.
