Under Regulation 4 of the Control of Asbestos Regulations 2012, every dutyholder (building owner, landlord, or person responsible for maintenance) must have an asbestos management plan if asbestos is known or presumed to be present.
An asbestos management plan is a live document that explains how asbestos-containing materials (ACMs) in your building will be managed safely. It is not enough just to have a survey — the plan sets out exactly what you will do to control the risk.
A compliant asbestos management plan should contain:
- A current asbestos register (locations, condition, and risk ratings of ACMs).
- An assessment of the risks of exposure.
- Clear details of responsibilities — who is in charge of managing asbestos.
- Actions and controls to keep people safe (labelling, encapsulation, removal if required).
- A monitoring schedule (re-inspections, usually every 6–12 months).
- An emergency procedure in case asbestos is damaged or disturbed.
- Arrangements for sharing information with staff, contractors, and anyone else who may disturb the building fabric.
The HSE requires that asbestos management plans are reviewed at least once every 12 months, and updated immediately if there is any change in the condition of ACMs or if new asbestos is identified.
At Strata Asbestos Consultancy, we understand that asbestos management plans can feel overwhelming — but they don’t have to be. With over 20 years of experience, we guide dutyholders step by step, making sure your plan is both legally compliant and practical to use.
Here’s what we do for you:
Create New Plans
If you don’t already have an asbestos management plan, we will prepare one from scratch. Using the findings of a compliant HSG264 asbestos survey, we build a clear and workable plan tailored to your property and how it is used.
Review and Update Existing Plans
If you already have a plan in place, we review it against the latest requirements in CAR 2012, Regulation 4. We update registers, action plans, and responsibilities to reflect any changes in the condition of asbestos-containing materials (ACMs).
Practical Action Plans
A plan is only useful if it can be followed. We set out clear, step-by-step actions for dutyholders, facilities teams, and contractors. This might include labelling, encapsulation, scheduling re-inspections, or planning safe removal where required.
Integration with Daily Operations
We help you put systems in place so the plan isn’t just paperwork. This includes contractor briefing procedures, permit-to-work systems, and easy ways to share asbestos information with anyone who may disturb the building fabric.
Ongoing Support
Asbestos management is not a one-off exercise. We offer scheduled re-inspections (every 6–12 months depending on risk), plan reviews, and updates so your compliance is always current.
Independent and Impartial Advice
Unlike removal contractors, we have no vested interest in recommending unnecessary works. Our role is to provide honest, unbiased advice that protects people, keeps you compliant, and gives you peace of mind.
With Strata, you don’t just get a document — you get a practical management system that works in the real world. Our goal is to make asbestos compliance simple, robust, and defensible so you can focus on running your property safely.
