Asbestos Reinspection Surveys

An asbestos reinspection is a follow-up survey carried out on a property where asbestos-containing materials (ACMs) have already been identified. Its purpose is to check the condition of ACMs over time and ensure they are still being managed safely.

Legal Duty

Under Regulation 4 of the Control of Asbestos Regulations 2012 (CAR 2012), duty holders must:

“Ensure that the condition of any asbestos-containing materials is monitored and that the risk assessment and management plan are reviewed and revised regularly, and forthwith if there is reason to suspect that they are no longer valid.”

This means reinspections are not optional — they form a legal requirement for all duty holders.

What does an asbestos reinspection involve?

Reviewing the existing asbestos register and management plan.

Visually checking all known ACMs identified in previous surveys.

Assessing the current condition and risk of each material.

Updating the asbestos register to reflect any changes.

Recommending remedial action if damage or deterioration is found.

How often should reinspections be carried out?

HSE guidance recommends reinspections are carried out at least every 12 months, although higher-risk ACMs may require more frequent checks depending on their condition, location, and potential for disturbance.
